i just made it to Lion's Arch and when i went to talk to Firstwatch Sergio to show me his skills, there's nothing. the dialog box is empty. is this a bug?

If you got all the available skills from recent quests in recent cities, he may not have any available. Skills trainers just sell skills that were available in previous areas.
